Official Instructions for Citizen Participation

Greetings, Esteemed Participant. You have volunteered for the honorable task of spreading joy, kindness, and other pleasant human emotions in public spaces for the purposes of disarming division and fostering community. Please follow the Official Procedural Guidelines below to avoid chaos and maximize happiness output.

Step 1: Acquisition of Materials

All agents are required to procure substances suitable for sign, banner, notice, or artifact creation. Acceptable materials include, but are not limited to:

• Recycled or discarded paper (newspapers, cardboard, scrap sheets)
• Substrates of miscellaneous origin (wood panels, fabric, canvas)
• Decorative elements (acrylic paint, buttons, sequins, fabric scraps, glitter)

Note: Remember your sign will be either taken down, reappropriated, thrown away, or weathered by the elements. Do not make it precious.

Step 2: Message Composition & Embellishment

Agents shall:

1. Choose a message that promotes community well-being. Approved examples:
   • “Be Kind”
   • “Solidarity”
   • “Unity”
   • “Beloved Community”
     
2. Apply materials to the substrate using methods of your choice: cutting, painting, pasting, stitching.
3. Ensure your message is legible, inspiring, and delightful.

Step 3: Deployment to the Field

• Take your completed sign or banner to a public location. This may include but is not limited to: parks, schools, libraries, shopping centers, or anywhere humans may gather.
• Observe protocol: do not antagonize bystanders, do not provoke squirrels, do not litter.

Step 4: Documentation of Heroic Effort

• Complete the Official Citizen Participation Form (link below).
• Upload photographic evidence of your mission.
  
• All submissions will be archived in the Ministry’s Top-Secret-but-Also-Public Repository of Happiness.

Congratulations, Agent. Your participation ensures that positive messages continue to infiltrate society at a clandestine yet cheerful rate.
